A maniquinn hanging from an RC helicopter maybe ?

That's truly weird.
You could be right about the rc helicopter. It appears to be lifting a flag or piece of cloth. Maybe it is a joke or to provoke, not sure why anyone would do this. Unless maybe it is done on purpose to make a hoaxvideo.
Though common sense says it's a joke with a drone, the movements are strange. Wish the video was sharper.

Always crap footage, in these days of HD everything.
Someone messing around with a rc copter as you say, or could be a partly-deflated helium party balloon...
