When I was a kid I also had a friend who lived on a houseboat, always loved to go play over there.
He used to be a real boat man always traveling on ships and he was a semi professional/hobbyist sports rower.

This is maybe the most tricky, all those rules and regulations. And for every country or dock the rules are different.
Money can become a problem like you mentioned, and extra costs for maintenance and repairs can be higher than expected.
While looking around on youtube I came across quite a long list of things to consider when living on a boat.
Not all negative, but good to know about in advance.
Maybe I got a bit overenthusiastic with my idea, and now I'm trying to find things that make me reconsider or forget about it.
One of the things I found that could be a problem is the communication, seems important while navigating rivers and tight spots.
Although it seems a radio is not required on a boat. I have no radio license, so I'm 'officially' not even allowed to operate a boat radio.
So far I'm still quite fond of the idea of not paying rent and electricity bill, and the abillity to move around, living as if permanently on vacation.
