Some people in the comments on youtube are saying it is a cloud of foam bubbles. Guess maybe if you blow helium in a bucket of soapwater, it could make a cloud mass of bubbles that float like in the video. It would also explain the lights or sparkles inside the cloud, and why it falls down eventually.
