Interesting but as always inconclusive. Is this a security camera ? the frame rate is very low.

Think he is filming a webcam, or security camera from a computermonitor.
Indeed inconclusive, but true UFO, can't think of anything normal that would move and glow like that. Unless it is purposely faked, which I don't think is the case.
