Can see the clouds are so low they cover the tops of the buildings so i guess it is just a bright light on top of one shining through the water vapour.

Yeah it's just a cool glare on some fog on top of a skyscraper. Saw another picture of the building with the same effect from a different angle. Silly how every glowy camera effect gets blown up to an event of biblical proportions...
