Not sure about the TicTac being a Navy project. But Tom Delonge did tell Jimmy Church they already had developed a working prototype.
That was one of the last interesting comments Delonge made public and he pretty much went silent after that.

However it does explain how the TicTac could know about the F15 rendezvouz point in advance, and show up there before the F15s had arrived.
